In the majority of cases, investigations into breaches of health and safety regulations will be carried out by the Health and Safety Executive (HSE) or local authority. In some circumstances, however, this role will be carried out by the police. This will be the case if a death which is work-related occurs, and there are grounds to suspect that the offence of manslaughter (corporate or individual) has been committed. The police will also investigate if the circumstances indicate that a criminal offence other than a health and safety offence has been committed. Attempts will be made to establish the circumstances in which the death occurred in order to assist the coroner in carrying out an inquest, with officers having the power of arrest in relation to all offences including manslaughter and health and safety offences.
